FORT WORTH, TEXAS – Conflict between the police and people from marginalized communities is a constant in many of our affected neighborhoods. The tension is continuously causing adverse community experiences and straining what little trust exists among the families in the community and the police who are responsible for ensuring that the neighborhoods are safe. Community leaders, law enforcement leadership, as well as, the ‘City Fathers’ are praying that the leadership on all sides of the breach are looking for sustainable, positive strategies to help change these conditions.
The CommuniVersity, USA Collaboration is a solution-driven construct that combines the skill sets of the church, community, city, and academia to help resolve conflict, build relationships, reduce crime, and improve the quality of life of individuals that live in these communities and the people who provide the security in these impacted neighborhoods.
From housing to employment, to gaining support and access to the proper education and mental tools, CommuniVersity-Texas’ mission is to help develop an environment that provides the tools, experience, and education for the community and law enforcement. The resulting strategies will be to not only prevent, de-escalate, and resolve conflict but to do it in a manner that does not cause the community to lose their dignity but increase their self-worth.
This is a collaboration between the president of the Southern Christian Leadership Conference in Fort Worth, Rev. Kyev P. Tatum, Sr., and Dr. Gary E. Lacefield, a professor and the Director of the Institute for Mediation at Tarleton State University’s School of Criminology, Criminal Justice, and Strategic Studies. We invite and encourage other stakeholders committed to building community capacity through education, mediation, and reconciliation to join and support our cause to establish a new norm for our children.
Organizers will spend the next few months developing a course of action for this innovative approach to creating and implementing reasonable and sustainable solutions to address problems within our city. Building peace, harmony, dignity, respect, and trust will be the goal and legacy of our great City.
Dr. Gary E. Lacefield is an Assistant Professor and Director of the Institute of Mediation, Arbitration, Strategic Studies & Forensics in the School of Criminology, Criminal Justice, and Strategic Studies, at Tarleton State University (a Member of the Texas A&M University System) Dr. Lacefield is considered an expert in the fields of Mortgage & Finance Fraud and Conflict Resolution (Mediation & Arbitration).
Dr. Lacefield represented the United States government from 1990-1999 as the Senior Civil Rights Analyst and Supervisor of Investigations for the Department of Housing and Urban Development (HUD). Throughout this period, he negotiated the twelve civil rights settlements involving housing providers in HUD history totaling over 10 billion dollars. Dr. Lacefield investigated over 600 cases, reviewed advocacy group grants, and has performed over 800 mediation’s (https://youtu.be/3FjUUj1xLKc ).
For the past thirty-one years, Dr. Lacefield has worked in both the federal and private sectors regarding financial regulatory related issues.
He also acts in an advisory capacity on housing issues to numerous national corporations, builders and lenders.
Nominated in 2001 for the United State Assistant Secretary for Fair Housing and Equal Opportunity enforcement, Dr. Gary E. Lacefield is credited with settling the 12 largest civil rights fair housing cases (at the time) in the history of Housing and Urban Development, worth over ten billion dollars. He is considered the Babe Ruth of of fair housing, the godfather of mediation and the 10 billion dollar civil rights superhero. I’m proud to call him brother, friend and mentor,” Rev. Tatum said.
Gary has either been deposed or testified in over 190 cases as an expert in mortgage fraud, banking, and finance related cases. In the 44 criminal cases where Dr. Lacefield was the expert for the state or Assistant United States Attorney – the prosecution won every case.

Born and reared in abject poverty, Reverend Kyev Tatum knows first-hand that “it takes a village to raise a child.” By focusing on advocacy, academy, and access to the economy, Rev. Tatum has built a reputation of “getting things done” at every level of public affairs and civic engagement. As President of the Southern Christian Leadership Conference in Fort Worth, Rev. Tatum has promoted the causes of civil rights, human rights and economic development in traditionally disadvantaged and underserved communities for over 25 years. He was recently featured in the award winning environmental documentary Dear President Obama – The Clean Air Revolution is Now.
A native of Fort Worth, Rev. Tatum is a proud graduate of Green B. Trimble Tech High School in Fort Worth, Texas and the College of Public Affairs and Community Service at the University of North Texas in Denton, Texas. He is the founder of the new Dad’s Laboratory of Discovery and the Texas Preparatory Charter Schools in San Marcos, Texas in 2000.
A charter member of the Texas Interagency Council for Addressing Disproportionality and Disparity for the Health and Human Services Commission, Rev. Tatum has served as a subject matter expert for many boards, commissions and councils. He serves on the Fort Worth Police Policy Advisory Committee, Tarrant County Truancy Reform Committee and the Tarrant County Criminal Justice Steering Committee. He was a coauthor of the groundbreaking Fort Worth Police Department Equaity and Equality for Everyone 3E Action Plan.
Recognized at the 2015 Community Image Awards as the Man of the Year for the Arlington- Grand Prairie Chapter of Kappa Alpha Psi Fraternity, Inc., Rev. Tatum was also recently recognize by the Fort Worth Black News during their 20th Anniversary Celebration.
In 2006 and 2010, Rev. Tatum was honored by the Fort Worth Weekly as their Servant of the People and in 1997, he was one of the youngest recipients of the Texas Trailblazers for the Texas State Conference of the National Association for the Advancement of Colored People (Texas NAACP).
