In his 34 years of distinguished service, his professional experience included stints in the Patrol Divisions, Field Training, SWAT, Undercover Narcotics, Special Investigations, Mayor Willie Brown’s Personal Protection Detail, and Traffic Enforcement and Operations. His career was positively impacted by his educational experiences at San Francisco State University, California State Department of Justice, Bureau of Narcotics Enforcement, Federal Drug Enforcement Administration Academy, Secret Service Academy, Presidential Protection Detail Training, International Chiefs of Police, and the FBI’s National Academy. Kitt has worked with national and local community charity organizations. He helped develop San Francisco’s Association of Midnight Basketball programs, has worked with youth development, and Police Athletic League (PAL). Additionally, he has work as a professional bodyguard for dignitaries, celebrities and high profile individuals including music artist Prince, actress and model Naomi Campbell, President and CEO of Ford Motor Co. Charles Tubbs was appointed by Wisconsin Department Administration Secretary Michael Morgan as the Chief of Police of the State Capitol Police Department. Mr. Tubbs is responsible for seven work units- Investigative Court Services, Dignitary Services, Police & Security, a Bike Unit, Horse Patrol, the State Safety Office, and a Communication Unit that handles alarms and calls for service. The Capitol Police have Officers working in Madison and in Milwaukee. The workforce consists of 50 full-time sworn police officers and 25 full-time non-sworn employees. Mr. Tubbs is a retired Deputy Chief of Police for the Beloit (Wisconsin) Police Department, including serving as the Interim Chief of Police for Beloit for 9 months. His law enforcement career exceeds 34 years. Charles lectures and serves as an adjunct instructor and controller for the U.S. Department of Homeland Security Integrated Emergency Management Courses (IEMC) FEMA. He serves as adjunct instructor Incident Command for Wisconsin Emergency Management. Mr. Tubbs served as an adjunct instructor, observer, and controller for FEMA’s Integrated Emergency Management course,” Consequences of Terrorism,” September 11, 2001, at Mt. Weather in the Washington D.C. Area. The U.S. Department of Homeland Security has favorably adjudicated Mr. Tubbs to the clearance level of Secret. Mr. Tubbs was a special guest of President Clinton at the White House Leadership Conference on Youth, Drugs, Gangs, and School Violence, – But Fair Crime Initiatives, Safe School Act, and at the signing of the Crime Bill. Charles earned a Bachelor of Science degree in Criminal Justice Administration from Mount Scenario College. He is a graduate of the School of Police Staff and Command at Northwestern University class Vice President, the Senior Police Executive Institute, University of Wisconsin-Oshkosh, Law Enforcement Executive Development Institute (LEEDS) of the FBI National Academy. Mr. Tubbs has been the recipient of numerous national awards, local awards, and commendation letters for his service including awards and letters from President George W. Bush for Outstanding Service, Accomplishments, Courage and Commitment, 2004; President Bill Clinton as one of the nation’s top 100 law enforcement officials/heroes and Coretta Scott King for Outstanding Contributions to Law Enforcement, Working with At-Risk Young People and Distinguished Service.
